Seagate Grenada Won't Accept ROM Programming

I've tried twice now to write a ROM code to this PCB 100687658 REV C and it's just not taking. It goes through the whole process which takes about 10 minutes, but at the end it's still the donor ROM code on there, not the patient ROM I'm trying to write to it. I've tried it at two different baud rates too.

Anyone else ever experienced this?

Update: Ok, so after 4 tries I finally went searching and found another PCB of this exact same revision and it worked fine. Seems that this one is just quirky and won't accept ROM programming. Very strange for an otherwise fully functional PCB.
