head isn't moving to the platter after power up

hello all

i have WD3200BMVV-11A9MS0

the head isn't moving to the platter after power up keep parking , i noticed that the Spindle motor isn't get to the maximum speed to let the Heads floud over platters surface its slow little

i swapped the PCB with compatible one's , same thing happiness

So .. i think its bad motor ?? or any one have a another opinion ?

*Note: is there any software can count the actual RPM of HDD without be in RDY state OR is there a such option in PC3000?

yes , the patient PCB no : 2060-701675-004 REV P1
the Donor PCB no : 2060-771672-004 REV A tried 2 of them same thing
i matched the controller and the motor chip number its identical
