Do I need another PDF reader to fix a PDF that opens but blocks print, copy, and edit options?

I have a PDF file that opens normally on my system, but printing, copying, and editing are disabled. I do not want to install extra PDF reader software just for this issue. I need to confirm the file first, remove only the allowed permission limits, and keep a backup copy safe before testing the output.
 
If the file opens and you cannot print, copy or edit then you don’t need to install any extra PDF reader. It's mostly a PDF permission restriction. Remove only those limits if the document is yours or you have approval.
