If it's not spinning with the donor ROM there's a few possibilities.

1. The ROM got overheated and destroyed
2. The ROM is mis-soldered, upside down, etc.
3. There are short-circuited read/write heads which the donor ROM wasn't trying to use (thus spinning with other ROM) but now it's detecting the fault.
4. Other components of the replacement PCB were damaged or lost during the ROM transfer and the PCB is now ruined.

In any event, it's going to be pretty hard to figure out without any sort of professional tools to work with.
