You're looking in the wrong place here. If the drive is spinning up it's 99.9% chance to have nothing at all to do with the PCB.

In all likelihood, the drive has developed bad sectors, tried to reallocate them with new sectors, and because it was too many the firmware got stuck in a busy unresponsive state. It's very very common with this series of drive.

I messaged a guy on another forum who does data recovery work in Argentina. I expect he'll be able to offer you some help.
