High Voltage on HDD

Hello Everyone

I received an Hitachi HTS542516K9SA00 160GB.
The customer's explanation was that, there was an high voltage and the Laptop got damaged with the drive in it.
The Drive now is not powering and when plugged with PC-3000, every indicator shows faint. Now the questions;

Is there a Power controller on PCB that can be replaced ?
if PCB is totally dead, what are my chances of getting data out ?
And also, can the high voltage affects the internal parts of the drive ?

It is possible that it could also kill the heads, but it is rare. Usually you can just move the NV-RAM chip over to a replacement PCB and it works.
