Where can I buy Data Recovery PCB without pay 1,000,000$ ..?

I've heard rumors that the PCBs sold on HDDs in certain countries (probably ones with laws restricting certain encryption practices) are unlocked. So it's just a matter of figuring out which countries that is and finding drives from there.
