Most DVRs use a proprietary file system. And, while the files themselves might be a sort of MP4 type of video, they're impossible to recover through file carving due to extreme fragmentation. Since a DVR is recording multiple video streams at once, the chunks of files are all intertwined.

There is software specifically designed to work with DVRs but it's usually expensive and doesn't support all models. For example: https://dmeforensics.com/dvr-examiner/

Often though, you need a specialist to modify their software to work for a new DVR.

My last DVR case was one where someone had maliciously deleted video footage and reset the password.
I could have purchased a one-time use of DVR Examiner for $999 but Dmitri produced the same (if not better) result remotely for much less.

I see some people recommending HX-DVR, much cheaper at $200 per case or buy. They will also remote in and even modify the program for unique cases, is my understanding but I don't know what they charge for that.

Some vendors have alike formats. For example yesterday I saw HDD from Swann DVR. It is looks like Cenova and Lorex, but little bit another format.
Yes, I solved it, even for free:)
I use own console application software that convert video from DVR into AVI files. And yes, need to tune that app for different vendors.
Such remote video recovery service do not cost less than 200 USD. So if you know software that do it cheaper - better to use it.
