That PCB looks really badly heat damaged. First I'd check the contacts to the preamp to be sure it's not just bad corrosion on the contacts. Then I'd try replacing the PCB with another along with transferring the ROM.

Read the ROM off the patient PCB in kernel mode or via boot rom mode and terminal, then write it to a known good matching PCB that also has the embedded ROM.

Yeah, it's embedded in the main IC then. So you'll either need to read it via boot ROM code as Luke suggested, or you'd need to rebuild the ROM from the SA.
