I'm planning to do some extensive RAID card meta data research in the near future (been buying up common cards to research) and I'm looking for a way to hot swap PCIe controllers without always needing to restart. I know normally you'll always have to reboot to add in a new PCIe card as they're not exactly hot swap compatible (at least most OS doesn't work with them that way). But, recently I noticed this while searching around:

It's an external PCIe enclosure that plugs into an express port on a laptop, and those are hot swappable and use PCIe standard. I'm thinking that if I combine that with one of these I might be able to hot swap cards pretty easily:
