old 2,5in 40gb seagate recovery?

could i get some data back with a replacement board or how is it done usually?
atm it just makes 2 noises - starts with 1 brring noise or smth and then some other noise comes in 7 second intervals(like a pause in the brring)...
it probably does not even make the regular spin-up sound at all and just starts with that soft brrring noise the whole time...

I really, really doubt it's a PCB issue. Most probably physical damage (heads or platters)

ok, but should i buy a donor drive for the pros to use when needed? or is it unrecoverable for some reason?

If you decide for a reputable lab, they probably have the donor drive in stock or might be able to buy it without problems.
They will know better what to buy.
