I think all Elements are unencrypted, as are Passports sold to countries that prohibit encryption, e.g., some European countries, although I don't know which.

I built my own using OpenOffice Base. Not pretty but it serves its purpose. A barcode scanner helped a lot with data entry but it was still time-consuming.
