Thank you all for all your reply and suggestions. Removed platters with the help of stickers, used the plastic stick to remove the slider and that's it. I don't think Its loose connection because when I tried removing molex out of PC3K It was jammed in and I had to apply extra force to remove it.

Yeah, you should only have 12v there. Maybe a bad PSU and not a bad PC3000 card. swap PSU and test. Can weak battery of multimeter cause these readings? Sometimes it can...
